Android resolution stuck in 720x480

Kodi 18.4 on Shield is stuck in 720x480 resolution.  My display is 1080p so viewing Kodi in 480p makes the interface and video playback all jaggy.  What can I do.  Other apps like YouTube look like normal 1080p and the Shield interface doesn't look jaggy, so this seems limited to Kodi.  Kodi was fine an hour ago and then suddenly, 480p.

Go to reboot, see Android/Shield update pending.  Let update commence, which involves reboot.
Back to Kodi, still 480p.
Karellen suggests reboot, reboot again, still 480p.

Settings / System / Display / reset to default fixed it.
