I'm running Kodi 18.5 on Ubuntu 16.04. I use Radeon OSS with VDPAU for HW decoding. I have had a couple of video files (H264, stereo audio) that stutter a lot. I believe the issue is with the framerate, kodi shows that the video file is using 58.823 FPS.

I'm wondering if that is an issue with Kodi, or my TV or if there is anything I can do make these videos play smooth?

quite likely an encoding issue - have you tried re-ripping or re-encoding?
