18 will hit RC shortly I believe, I've had very few issues myself. The ffmpeg version bump and inputstream.adaptive updates for 18 resolved the live stream issues seen in 17.

If you clear your custom watch later playlist id, save settings and then use 'Settings -> Folders -> Retrieve Watch Later playlist id' you can enable your real watch later playlist. You may have to add a few videos to watch later from the web/app and re-run for it to find the playlist id.

As far as the HTTP Proxy, enabling is all that is required in most cases. For inputstream.adaptive, you can't install it like you install other add-ons. For Ubuntu I believe it is 'sudo apt-get install kodi-inputstream-adaptive', then the next time you start Kodi go to Add-ons - My Add-ons -> VideoPlayer InputStream and enable InputStream Adaptive.
Will need a full debug_log (wiki) if it's not working after that.

It looks like things are changing on their end, and a lot of videos are only showing 360p max for non mpeg-dash streams. Using inputstream.adaptive/mpeg-dash is the only solution.

At the moment it is codec related as far as I know, the VP9, Opus streams are currently unsupported by inputstream.adaptive
