So. I had stated that something seems fishy in Win10 21H1 and Kodi 19.1 a few days ago. It has taken me this long to say that in fact I do seem to have a problem with Kodi crashing on launch in 19.1, following an upgrade from a functioning 19.0 system.
My apologies for the lengthy post that follows. I tend to be verbose.
Here is what I did first to ensure that I have a stable environment in Kodi 19.0
First, I removed and reloaded the MySQL on my NAS. I use MySQL for my DB's on a Win10 box functioning as a NAS. That NAS box is running Win10 Pro 64 21H1 and MySQL Server 5.7.48. There are 4 10TB drives and a mirrored C: drive(s).
Second, I have loaded a fresh install of Kodi 19 on my local win10 Pro 64 21H1 box. This box has a zotec MB that does have dual GPU's, however I have disabled the unused GPU in the Bios of that MB. As a result it is only using the GPU processing of that 8 core Intel CPU (Intel i7-2600 @ 3.4 Ghz) with video and audio being sent via HDMI to my Onkyo Receiver. That Win10 box has 16 MB ram and is used strictly for KODI.
The Kodi 19 system uses Confluence as my skin (as god and XBMP intended). I did a fresh rescan of 8 profiles. Using HeidiSQL I can see that all my DB's on that MySQL Server install are all Music 82 and Video 119. And in Kodi 19.0 everything (Movies, TV, Music) appears to work well as expected in all profiles.

If I had one complaint of that working Kodi 19.0 system it would be that the Export Library function was slow. However, while we are looking for something fishy, this would be a red herring.
Here is what I did to prepare for the install of Kodi 19.1:
On my local win10 box, before proceeding, I made a backup copy of Program Files/Kodi and also AppData/Roaming/Kodi
I downloaded a copy of Kodi 19.1 and installed. The installation process completed successfully.
I launched Kodi 19.1 and the splashscreen was displayed and then the application aborts. I attempted a reboot of the system, and Kodi attempts to load, then quickly the application aborts.
Here is what I did to recover to Kodi 19.0:
I deleted the existing Program Files/Kodi and also AppData/Roaming/Kodi directories and renamed the backups. Kodi 19.0 ran successfully again.
Getting the debug log for the crashing 19.1 install:
Adding <loglevel>2</loglevel> to advancedsettings, I reinstalled Kodi 19.1 and launched Kodi.
This time, it actually made it past the splashscreen and onto the profiles menu before it crashed.

Recovered from 19.1 by restoring 19.0

Finally, while it visually pains me to no end, I loaded Estuary as my skin in Kodi 19.0
Backed up again, loaded 19.1, ran, crashed in the same manner, restored backup, restored Confluence, running 19.0 successfully.
