Because

A) No-one has implemented it &
B) if it's a stream, there is no guarantee that it still exists (or is even seekable).

The music library is completely different in its implementation to the video library.  Resuming was likely not considered "back in the day" because who wants to resume a song part-way through?

I get where you are coming from but it might not be so easy to implement as it might first appear.
