Are you upgrading an existing installation, or are you installing it fresh for the first time?
It looks like an upgrade, but there is a corrupt database. You may need to delete it and let it rebuild.
Find the databases here... C:\Users\brad\AppData\Roaming\Kodi\userdata\Databases
Delete Addons33.db

It was an install after removing the old version. After deleting that file it came up fine.
