I just spent a few hours tracking down this issue on my EB1501 with built-in IR ... thought I should share
I too did
cat /sys/devices/pnp0/00:09/resources && cat /sys/devices/pnp0/00:09/options
and got
state = disabled
Dependent: 00 - Priority acceptable
port 0x2f8-0x2f8, align 0x7, size 0x8, 16-bit address decoding
irq 3,4,5,6,7,2/9,10,11,12 High-Edge
mode2 -d /dev/lirc0 gave me nothing
The solution was rather simple:
1) /etc/init.d/lirc stop
2) rmmod lirc_it87
3) echo activate > /sys/devices/pnp0/00:09/resources
4) modprobe lirc_it87
5) /etc/init.d/lirc start
Also I modified /etc/modprobe.d/lirc.conf to be like
alias char-major-61 lirc_dev
options lirc_it87 irq=5 io=0x2f8
After reboot the activate flag is again unset, dunno why - but can probably be solved by minor modification in a startup script
