If he states he uses his "own" Linux distribution i guess then he has his own build environment/Toolchain, with which Linux distribution he created it i don't know.

The Python issue from above seems not to be because of Python version but becase of a missing binary (file). It could be that openelec misses more binary/programs that other languages use but only in some circumstance. This is because openelec tries to leave as much as possible without breaking the system.
