Actually, they are good questions. This script had me scratching my head for quite a while too.
Anyway, you can basically put the emus and roms wherever you like. The nub of the question is the second part. How to point RCB to them.
First, make sure that your emu supports the command line, if it doesn't, it won't work.
To point RCB to an emu, you use the tags:
<emulatorCmd>X:\path_to_emu\emuname.exe {"%ROM%"}</emulatorCmd>
Note that you may also need some command line options.
To point RCB to the roms, you use the tags:
<romPath>X:\path_to_roms\*.ext</romPath>
Note that if roms have different extensions, you need one entry for each type.
All this needs to be wrapped up in:
<RomCollection> </RomCollection>
Once you have got them working, I highly suggest you move on to figuring out cover art etc, because frankly it looks awful without.
