Does an external card actually improve the picture quality for watching movies ?

it will make things more smooth without a video card you probably wont even be able to view 1080p content it will be a pixelated mess it also depends on your source the size and bitrate of the file you are trying to play ie:dvd\blu-ray

A assume you mean a dedicated PCI Express card, and not some sort of USB GPU. USB GPUs are pretty much junk.

As far as dedicated cards go, once you get to a certain point having more power doesn't help. For example, with ION systems in 90% of cases getting a better GPU doesn't help. It only helps if you watch tons of interlaced content, aka Live TV via a TV tuner. And even if you watch live TV, there isn't a single card on the planet that looks better than a GT220.

I still don't get the original question... surely a dedicated card will improve "picture quality" if you only used let's say the internal VGA output of the integrated mainboard video, but without more details, the question is kinda worthless.
