I have tested this launchers.xml file on my Windows 8.1 system with XBMC version 12.3 and it works corretly. There is no reason that it did not works on your system. If you still have an error using the launchers.xml file I give you, please post the content of the xbmc.log file here using pastebin service. You may have another kind of error.
