I can recommend Scythe and Noctua fans. Especially Noctua fans are dead silent.

Acousti DustPROOF are very quite I had to buy a 70mm as that size doesn't have many to choose from
If you check out quietpc.com they list all their fans in a nice list showing Airflow, Noise Level and Max RPM

+1 for looking at quietpc.com. I tend to look for the best items there, then try to find it cheaper elsewhere.
