I have pre-eden installed. Can I safely just install the newly released eden beta over top? And should I be able to install subsequent betas + RC's + final over top?

Yes.
I have a tendancy to do a clean install when the final version is released, just to make sure there is no debris left over from previous versions, but I'm probably being unnecessarily fussy. In any case, all your data is in your profile, so deleting the old installation before installing a new version is not a lot of effort.
