Is it possible to have groups of xml files in their own folders inside of the 720 folder?

Example
skin/720/home/home.xml
skin/720/home/home_includes.xml
skin/720/home/home_menu.xml

skin/720/osd/videofullscreen.xml
skin/720/osd/videoOSD.xml
skin/720/ods/osd_includes.xml

So that if combined with a similar image folder structure, it would become very easy to switch out osd's and homescreens ect between skins?

No, and that wouldn't work anyway as you'd also need the fonts, textures, includes, colours, variables, etc.
