I plan on using my Inspiron 530s as my HTPC.
It has
Intel Pentium Dual CPU E2180 @ 2.00 GHZ 2.00 GHZ.
250 Watt Power supply
And It has tons of RAM since my friend customized it when I got it.

I need get a video card that is low profile and will stream HD. I don't game so I don't really need to consider that. Any Low profile, 250 or lower wattage recommendations.

I'm a noob and I'm hoping to get some honest suggestions from you guys. Thanks!!

Windows or Linux?

For Windows, a AMD/ATI HD5450 low-profile fanless card will do.

If you're using Linux, look at low-profile Nvidia GT520 or GT610 video cards.
