I have the same problem and after deleting C:\Users\username\AppData\Roaming\Kodi\userdata\profile
it seems that this problem is solved.

deleting profiles.xml worked for a few days but now it doesn't start at all. Had to go back to win media player :-(
Breaking News: Kodi doesn't seem to like running when win media player is running. Once I quit win media Kodi worked. I noticed that when Kodi installs it puts another version of DirectX on the system. Maybe this could be part of the problem?

Because I had a hard time parsing the long thread I thought it worthwhile to post the workaround. I got this with 15.1 and even after an update to 15.2.
Solution: AKA work around. If you get this error check for a corrupted or empty %userprofile%\AppData\Roaming\Kodi\userdata\profiles.xml
Make a backup copy of it, JIC. I renames mine to profiles.bad.xml
Restart Koki.
My config was mostly in good shape but I lost my DVR connection. Not too hard to recreate.
I expect the cause of the corruption was a hard hang of the PC and a forced reboot.

I have the same error on my micro server running windows enterprise.
If I right click, and 'run as administrator', Kodi works

Okay, the problem is solved. Get rid of you current Kodi installation and download the version you want to use.
Do NOT run the setup file. Instead, use 7-zip to extract it to a folder "Kodi-15.2-Insengard" for example.
In that directory you will find a sub directory called $Temp.
Do the following 4 steps (not sure all 4 are needed but do them anyway)
run as administrator the dxsetup
then run as administrator and check "repair" the follow three vc executables 2008, 2010, and 2013.
Kodi will run right from there, but I closed it, and moved the directory to c:\program files (x86) and renamed it kodi.
It is running right now.
I am guessing it is was a vc problem caused by installing a third party app, but I don't know for sure. I do know this fixed it.
