Although this release post is all about the upcoming 15.0 version, mentioning the DX11 upgrade for next version is very important. Since day and age Kodi (and XBMC in the past) has used the DirectX 9 implementation for various task of rendering the user interface and media playback. This almost dated back to the XBOX days. With the hardware industry moving and focussing more on the newer DX11 with their drivers, more people have problems with running our outdated DX 9 version. This could range from simply not starting, crashing just after loading, playing videos or having problems with hardware acceleration. One of our developers afedchin took on this task and completely revised our DirectX 9 implementation and upgraded it to the more current standard of DirectX 11. Don’t worry if you still have an older card, we only use low level features so you don’t need to run to the shop for new gear. If you are having problems on Windows you can head to our forum where you can find the most recent build available which is currently based on our 15.0 release. We appreciate all the feedback we can get. Read more: here. Again this will not be part of our final 15.0 release, it will be in 16.0

I'm using DSPlayer madVR version with madVR's DX11 presentation path and still have A/V sync issues. Actually, every media player and audio renderer I've used has A/V sync issues with my gear. I don't see this as a Kodi issue.

what exactly does this code do?does it delay all 23-24 framerate to -225ms?

Yes.

Does this occur in all setups? I have the impression that with my tv I have the delay but not with my Sony projector.

This is a global setting, adjust it according to your system. AV delay does not affect all setups. On my system I do not need any delay (using windowed fullscreen, HDMI audio, simple Onkyo AVR and plasma, neither have any fancy image processing capabilities).

Can I just say how infuriating it is that some people here seem to be 100% certain that this ISN'T a Kodi issue?

I have not had this problem at ALL till a week ago when it started happening all of a sudden for no reason. I've had no hardware/software changes (apart from Windows 10 updates, of course).
24p content plays FLAWLESSLY in any other application on my HTPC, even when system refresh rate is manually set to 24Hz.

I would love to use the advancedsettings.xml workaround, but for some reason, my xml file isn't having an effect on Kodi, even when I create it in the /Appdata/Roaming/Kodi/Userdata/ directory.

How can this POSSIBLY be anything other than software issues with Kodi??

djcorvus, even though you might be right and it could be Kodi related, if I were you I'd investigate your advancedsettings.xml not having effect. That is not normal and it deprives you of the possibility of solving the problem effortlessly. Apart from stopping you to access a whole lot of other settings...
For troubleshooting and bug reporting please make sure you read this first (usually it's enough to follow instructions in the second post).

Yip like Ashlar says - time to investigate why your advancedsetting xml isn't working. Provide a copy of your advancedsettings xml and a debug log and let's see if we can at least provide a working solution.

I'd be glad to, although I'm not sure how to do either. Do I just paste the contents of my xml file here?
What about the debug log? How do I do this?

Yes to the xml file - have a look at the wiki for instructions on how to provide a debug log.

Ok here is the xml. I'd like to use it to change the 'smallstepback' to 7 seconds and also to change the audio delay to 200ms on all 24p content. Keep in mind that pasting it here changes the formatting.

<advancedsettings>
<video>
<smallstepbackseconds>7</smallstepbackseconds>
<latency>
<delay>0</delay>
<refresh>
<min>23</min>
<max>24</max>
<delay>200</delay> <!-- set to zero or adjust if audio seems out of sync with 24p movies -->
</refresh>
</latency>
</video>
</advancedsettings>

Here is my log: http://xbmclogs.com/pzw8tcysm

It looks like it loads the xml file... But yet I can't see any evidence of it working. Pressing Backspace still results in the same behavior as if I pressed the left arrow key (30 seconds, instead of 7).

No change noticable in 24p audio delay either.

Maybe I'm reading it wrong but the comments for <smallstepbackseconds> (http://kodi.wiki/view/Advancedsettings.xml#video) seem to indicate that this tag is no longer used in advanced settings. Specifically because it says it's replaced by a GUI setting starting in v15. See http://kodi.wiki/view/HOW-TO:Modify_time_seeking and http://kodi.wiki/view/Skip_steps

Section 6 in http://kodi.wiki/view/Skip_steps has something that I think will fit more in line with what you are trying to do. I think. There is a code sample as well.

Also, are you running Kodi in windowed mode? From your log, this line:
Code:
00:06:04 T:4420    INFO: GUI format 1280x720, Display Windowed
seems to indicate so. If so, your <latency> setting will be ignored per http://kodi.wiki/view/Advancedsettings.xml#video . Sorry if you've noted this earlier in the thread and I missed it.
