I really hope not. Cause the additional memory won't help for kodi at all. The GPU is still imx6 based ... So don't expect anything else as you currently see on the lower end on the vero (dual core GC880 only) or on the higher end i4pro (quad core, GC2000) ... imx6 chips are only relevant, if: 4k is no usecase, 24p is no usecase, if you are on dual GC880 if dvd images are no usecase and if hd audio is no usecase (sync issue), if you don't want to use internal wireless ... if you don't care about the 480Mbit/s ethernet limiting, if you don't care about the incompatibilitiy with some switches ...

The 4gb box is again quite nice for a little NAS - if you don't need 1gbit/s throughput.

I think - it's not imx6 related at all. I really wonder why people did not realize this yet. imx6 was made for 1080p30 max, everything beyond is currently done by increasing the clock with a special kernel patch ...

All depends on the price. If the hw has limitations ...

You get a wetek play for ~ 110 euros ... and it delivers a whole lot for that price. Dual DVB-S Tuner || DVB-T/DVB-C tuner, interlaced output support, working 1080i50, 1080p24 ... the tuner with working linux support alone is worth it as you could use it as separate backend. And even android support right now out of the box.

An imx6 i4 for let's say 80 euros with 2gb memory would be a good offer, if the above mentioned things are not your primary use case ...

But whenever these toys come into a region where you can get a full blown nuc or the mentioned BSW ... no one sane would consider those as alternative.
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.

No, that is/was a previous promotion.

My guess is also that they have been sponsored with a company that is releasing a new device that can run OpenELEC.

Still only speculations but we all also know that neither Pivos Group or Pulse-Eight have announced any devices in a while.

WeTek partnership could be another possibility with the current WeTek Play box using the older Amlogic S802 chipset.

It's fun to guess regardless.
