Is it possible to install Kodi on a windows surface RT? I have configured the win RT to enable untrusted apps, but when I install Kodi I get a message stating "this app can't run on PC".

No. Kodi is a normal Windows app/program, not an ARM based RT one. There is no version of Kodi suitable for an RT (like a lot of other software).
