Is resume not supported when viewing recordings? I start playback, hit stop, and then start watching again and it always starts from the beginning.

It usually would.
The NextPVR addon will store last playback position when Kodi askes it to, and will let Kodi know the last playback position of a file when asked. It's up to Kodi's player to use that info.

Yeah, so far no resuming at all 15.2. The 10 minute skip mitigates it a bit but would really like the resume to work reliably.

Under settings-Kodi-Videos-select action, make sure it is set to Resume. Then when you press "select" the show should resume. Otherwise it will always start from the beginning.
