kodi (spmc) on the fire tv does hevc h.265 decoding beautifully and u can get it for $75~$85 on sale

8 bit only ... you can throw it away for 4k bluray 1:1 content.
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.

My GTX 960 has been working fantastic, will the Krypton alpha coming up be able to decode 10-bit, or is that still a ways off?

2gb is enough. 4gb only if you want to play games.

I have an rx 460, and I am having nothing but trouble with it, I have the latest radeon driver installed on my Win10 machine with Kodi 17.
When I playback hd video or watch hd tv live with DXVA2 (hardware decoding) enabled in kodi the picture is distorted and unwatchable.
When DXVA2 is disabled in kodi the picture is fine but the video will not fastforward or rewind without crashing.
My advise would be to avoid this range of cards until the driver issues are resolved.
