I've got a playback error with Kodi 16.2 RC3 with my Laptop. 15.2 works fine.
Activated Sync to Display - TV with 60hz - Tested with recorded video from TV with 50 Frames interlaced.
Installed latest Nvidia Driver for Windows 10.
Laptop is a Samsung R590
Codecinfo on 15.2 shows: S( refresh:60.000 missed:xx speed:+0.000% sync: +0% avg: 0% error:xx%)
Codecinfo on 16.0 RC3 shows: S( refresh:60.015 missed:xx speed:+0.025% sync: +0% avg: 0% error:xx%)
Continiously missed Frames.

You may very well get dropped frames due to lack of grunt in your PC i could suggest using DSPlayer although its not an actually supported version from Kodi and more a side project but using Madvr you'd most likely notice an extreme enhancement in playability with higher resolution media.
If you want to be sure run MPC-HC using Madvr before you take the leap or run in portable mode with kodi DSPlayer.
I could be 100% wrong but i've had success with friends lower spec systems struggling with 1080p content using Madvr in the last weeks.

So with 15.2 it works without problems on the same machine. Is there a different detection method of the refresh rate in Kodi 16 ?
In Kodi 15.2 it shows the correct 60.000hz. And its not a problem of CPU Usage, I think. The two Cores were arround 30% while playing HD videos on both Kodi versions.

Kodi 16 works in DirectX 11 environment, so yes it uses different method provided by DirectX 11.

As software evolves unfortunatley you may need to take your hardware up a notch, but if 15.2 is working flawless maybe stick with that just now.
I have no idea how your card would fair with DX11 but have you considered the madvr route if you want Kodi 16.

Found a solution to my problem. Used the Custom Resolution Utility (CRU) to solve it. With CRU I corrected the display timings to exacly 60.000hz. Must be the notebook graphics adapter or the nvidia driver that caused these wrong display rates. Now the missed frames are gone and Kodi 16.0 also reports the 60.000hz display rate.

You may find better playback with Sync to display disabled and Match refresh rate enabled.
This will match your source and play smoother imo.
Worth a try.
