I have V17 on my Dell Latitude D630 laptop under Mint 18.1. Its unwieldy to say the least.
Is Kodi 17 really designed and tested for Windows? Am I just using it on the wrong OS?

It works equally well on Windows or Linux, in my experience - I use both, although Linux is my primary platform.
What do you mean by "unwieldy"? Is it a skin thing? If so, you'll get identical behaviour on a different platform with the same skin, so you'd be better off looking at changing skin rather than changing OS.

I have libreelec on a D630, not noticed any particular issues.
Not sure exactly what you mean by 'unwieldy'...?
