I have a TV receiver that receives the TV signal from a satelite receiver through a scart connector. I want to record the TV programs and then see them on the TV receiver. Can I use Kodi for that?

Kodi does not record.
You need a backend for that, there are several paid and non paid alternatives.
Maybe NextPVR can do the job for you, although i haven’t used it with satellite input.
Dvblink can handle sat input, but that would be an example of an (excellent) paid solution
