tvheadend server on synology drive - IPTV setup (newbie)

hi all!

Sorry for newbie question but I'm trying to set up tvheadend server v4.2.6 on my synology disk drive. Soemwhere on this drive I have m3u file (which is working fine in IPTV Simple Client).
But I'm stuck on very first step when adding network - tvheadend won't start to scan my network! It seems like it doesn't read my m3u file. 
In network config dialog I set URL for my file in this format file:///folder/m3u.m3u, and I gave all permissions to folder and file, but it seems like tvheadend doesn't reach the file.

any suggestions are welcome.

now I saw in tvheadend log it says: [ERROR]: iptv: unknown playlist format for network

but, my m3u file looks like this:

#EXTM3U
#EXTINF:-1 tvg-ID="HTV1" tvg-name="HTV1" group-title="FAVORITI",HTV1

I got it! it was file format problem. I converted it to UTF-8 without BOM in notepad++ and it worked!
now i have all muxes and services as channels from m3u file. 

now the second step: where to insert url for my xmltv file in tvheadend server?
in EPG Grabber Modules I have:
External: PayEPG
External: xmltv
Over-the-air: …. (some of them)

If I enable External: XMLTV, there is no place to put url to my epg file.
In log it says: "2019-01-04 11:50:45.216 xmltv: xmltv: external socket enabled"
