no, becuase mplayer does not support fraunhofer's mp3 surround standalone music-files nor in video-files,  ...you must request the feature from mplayer developers.
ps! note that this format will soon be replaced (if it hasn't already) anyway by the newer recently approved iso standard called "mpeg surround audio coding" :p
...oh and becuase you ask; no, mplayer doesn't yet support the "mpeg surround audio coding" format standard either, (and thus niether does xbmc) so ask them.
