With regards to the CPU, some bios settings allow for setting the fan at a max rate. I would imagine that with a relatively cool cpu like the i3 you could run it 1300-1500 rpms (pretty quiet) w/o any stability issues. There is also a program called speedfan which does a great job setting CPU fan parameters if your bios doesn't have those options.
