If you're referencing the 'restart Kodi' in the shutdown menu, then that would rely on your batch file for that trick. https://github.com/nuvious/kodirebootplugin/wiki

This is not the problem, when configuring KODI of August 8th (WIN64) in the extended monitor, turn off KODI (WIN64) and turn it on again, no longer works.

We need more information to be able to make suggestions, it also appears you are using an Alpha version of Kodi? The initial thought I have is, Displays (wiki) the pin #19 solution.
