Somehow CPU usage has increased:

Do you see a similar increase when kodi is running? (e.g. in GUI on a static page?)
Do you see a similar increase when kodi is stopped? (e.g. after systemctl stop kodi)

I came to the issue, because I tested my RPI1 with Kodi 6.0.3 and hifiberry, that I use mostly for playing music with mpd plugin, dropping 50% cpu usage (48%->22%) with hdmi disabled by screensaver (thx for the tip), and still playing music over hifiberry.

I always wondered why Kodi takes so much CPU being idle.
