Not necessarily. 3D is still a challenge to get fully working on a RPi4. And yes, the extra heat can be a thing. A simple heat sink won't help, but adding an active fan or use a metallic casing will.
Also, depending on the bitrate and/or resolution, the RPi3B+ can also do HEVC. 720p is usually not a problem, and simple 1080p vids are also possible.
