Hi Jason, welcome to the forums!
I can't comment on the hardware specifics, hopefully someone else reading this can. But some easy stuff I do know: To use wmc as the backend, you will need the server running on the same machine as wmc, you will need the client addon&xbmc on all the machines you want to view content - which can be, but doesn't have to be, the machine that has wmc installed. Also its important to set expectations: xbmc can't view copy protected content.

I have a workaround you can try, in the config.xml file look for:
<Debug_RemuxAllRecordings>false</Debug_RemuxAllRecordings>
change this value to true, then save and restart the server. Try the channel again on the pi and see if it works.
This setting is normally only used for debugging, it tells the server to remux all wtv files to 'ts' before sending them to the client. Since you say it works when you view it live I am assuming that's why. Please let me know if it works.

It looks like some software somewhere has locked up a tuner. Verify again that you can use all these tuners in wmc for live-tv, if it still doesn't work after that, try rebooting the server. If it still fails, post the full server log on pastebin.com and post a link here.

The dual tuner has analog and digital (two inputs) but cannot use both at the same time. WMC switches between the two signals pretty seamlessly. Through XBMC the WMC server software is not dropping one tuner to access the other and its also not trying to access the other, digital-only, usb tuner. I disabled the digital on the dual tuner and I am using it as analog only.
Now everything is working fine. I have the dual as analog only and two digital only USB tuners. The server software just seems to be having trouble telling that dual tuner what to do. I'm fine with this... I have about 5 usb tuners of various models.

I have Ceton 4 tuner in my pc now. I use this setup to watch live tv in XBMC currently, the only time I need to use windows media center is when I want to watch HBO/Cinemax/Showtime/Starz (not often at all). You will need both the "server and client" to run this.
