Some final thoughts if you still think that uninstall should not delete plugin from packages as well:

- when installing from zip, plugin being installed should take precedence over "cached" one in packages even if they're same ver
- when plugin your're about to download has same ver as one cached in packages, it would be polite to ask a user if he want to use cached version
- it would be polite to ask a user if cached version should be kept when uninstalling, giving him possibility to choose if he, say, wants to get rid of 250MB skin he doesn't like
