Are there any plans to bring XBMC as an APP to Windows Phone 8?

None that I know of. I think it's unlikely to happen, too. If you look at all our mobile (ARM) ports they all have set-top-boxes (iOS has the ATV2, Android has a number of set-top-boxes and set-top-sticks), but there are none of those for Windows Phone 8. Phone versions of XBMC are side effects of getting onto those set-top-boxes. Between phones and tablets, I think tablets have the next best use of XBMC, and Windows tablets don't run the Windows Phone 8 OS, they run full Windows or Windows RT.

Actually an app done for WinRT can be easily ported to WP8, would be really cool to see it available. Since an RT version could be used across Windows8 desktop, WinRT (Surface etc) and the phone

In the shorter term, I think VLC could be a viable option for Win RT/WP8. If you want a full-fledged media center with scraping etc. then Plex is already available, though nowhere near as good as XBMC when it comes to customization.
