I can local host the jsonrpc but when i try to view it on another device it shows nothing. I am trying to do it on my phone. my phone is brand new and has no ad blocking software

If JSON-RPC is accessed through TCP or WebSockets (and not HTTP) you need to enable access from remote machines to XBMC in Settings -> Services -> Remote control -> Allow programs on other systems to control XBMC
