I didn't get a file by that name. I downloaded
skin.amber-master.zip
As far as I know, just rename it skin.amber (I was wrong above) so that Kodi recognizes it.
I'm assuming you mean skin.amber.zip.

Hang on. I just unpacked the zip file and at it uncompresses into a folder called skin.amber.master. I'm going to try renaming that directory and rezipping it.
