Hi there. I was wondering if there was any thought to producing a version of XBMC that can be used on the Qnap TS-221. I believe a x19 version is what is need. I'm probably wrong with the version name but I as well as other who have this unit would be very grateful.

Welcome to forums.
Qnap themselves are the ones which provide XBMC builds to work on their devices, likewise they are also equally responsible for providing support for it.
There is also a limit to what devices can run it, your device is not one of them (no HDMI port no video card even), in case of the headless version you would have to compile that yourself its not even part of the official code. If the headless portion was was offical code, you still have to go nag QNAP.
If you want XBMC/Kodi get a machine capable of running it thers are a few around
