the are in the media folder in flags folder.

when you have in the media folder a .xbt file you must be extract it !!

and there is an option to use colored icons in the option menu !!!

I don't understand what you mean?

I have the color flag enabled ... i can see them in my library.. but not if i press I on my keyboard as you can see in the picture

The reason that you do not have colored icons is because that is not my dialogfullscreeninfo file you have pictured… You probably are using a mod for the info on pause screen.
