There is a known bug in Skin Shortcuts v1.0.12 whereby submenu's for main menu items linked to addons can't be edited. Proposed fix is here (install via 'Install from zip file' within Kodi) - when I have enough confirmations that this fixes the issue and I've run my own tests to make sure I'm not breaking anything else, I'll ask for the script to be updated on the repo.

The most common cause for not having these entries show is not actually having any movies or tv shows scanned into your library (adding video sources (wiki)), and not having a pvr addon enabled (PVR (wiki)).

Read the banned addons (wiki) page and then apply some common sense. If the addon is giving you access to movies and tv shows that you would normally have to pay for - or is only discussed on forums about such content or automatically configures Kodi with such addons - its banned.
