Yes, the reason it is "frozen", it is because once you jump to a different group, in the case a group of one button, from there, you need to specify, for that one button, what to do when you press up, down, left or right, which you haven't, so it is stuck. In other words, you haven't told your button how to navigate. In the previous example I gave you, we told the main menu how to navigate when you press up, but once it is up (meaning in your new button), it doesn't know what to do.
Now that I see more of what you are trying to do, the way I would go about it, is creating an "include" list with all those buttons. This list will show 4 or 5 buttons on the screen depending on the conditions you set, with navigation options and other attributes. Then include that group in the windows you want, for example, the home.xml. It seems to me, maybe I'm wrong, that is beyond the scope of your knowledge, and unfortunately, too much specific code for me to guide you through.
The easiest way I can think of, is inspect the Home.xml file and include_home.xml file and see how both work and interact with each other to get a deeper understanding of skinning. It takes time and patience, that's for sure.
