I've tested with the new file provided but im sorry to say it made it worse.
Clip 4
- Replaced DialogSeekBar.xml in 16x9 folder with the file provided by mikeSiLVO
- Rebooted
- Started playing a video and there was an initial 2 to 3 second stutter before the video started then another 2 to 3 seconds of black screen with audio before the picture appeared. See 4th video below.
Here is the Log after this step
- Pressing OK to bring up the controls during playback resulted in the same stutters as in other clips.
Ok. Hmmm. The problem is definitely in VideoOSD.xml. The only changes are an additional image control and a slide animation so we are gonna have to check both and see what the culprit is.
In VideoOSD.xml can you delete or comment out this whole image control ~line 22:
Restart Kodi or use shutdown menu > reload skin and test for stutter.xml:

If still stutter then please restore the previously deleted image control and delete the slide animation ~line 53:

This is gonna mess up live tv videoosd but this is just for testing
I rebooted after each change below before testing for stutter again but it remained each time.
1. deleted control from VideoOSD.xml
2. when this didnt work i restored the control and then deleted the animation.
3. when this didnt work i restored VideoOSD.xml and DialogSeekBar.xml from the current master branch in GitHub and then repeated steps 1 and 2 but no luck with either of them
if nobody else has reported this happening then dont spend any more of your time on it mike. im more than happy to reinstall and go back to stable 6.1.8 release from the repository.
