Setting default playback action to Resume has no effect on widgets.
If I go into TV Shows > show > season > play, it will auto resume based on the system playback setting but this will not happen if I play the partially watched next video via the 'recommended' home-screen widget.

I believe this is a Kodi limitation. If you find another skin where widgets can be resumed, let me know and I'll take a look at their code.

Any way to override it rather than use the system setting? ie whatever action is taken when clicking on the widget item could be overridden to resume rather than what it natively does.

Not that I know of, but I'm not too familiar with how the widgets work. Would have to look at other skins to see how they handle it.
