I currently run Kodi helix (14.2) on raspberry pi 2 hooked up to my TV. I would like to upgrade to Kodi 16 (Jarvis). Am having a tough time figuring it out. Any help would be appreciative.

We're having a tough time figuring out what distribution (operating system) you currently use so can't give you any specific advice beyond suggesting you use Google to research the upgrade options for your current distribution then apply the latest available upgrade.

Not all Raspberry distributions offer Kodi 16 builds at this point in time, as Kodi 16 is not yet released (it's in beta). All distributions will however offer Kodi 15.2 builds (Isengard).
Texture Cache Maintenance Utility: Preload your texture cache for optimal UI performance. Remotely manage media libraries. Purge unused artwork to free up space. Find missing media. Configurable QA check to highlight metadata issues. Aid in diagnosis of library and cache related problems.

I gotcha...thanks.....distrubtion was openelec... I just changed it to Osmc....
