•Trying to download Kodi 16 on a Windows 7 computer.
•I am able to install Kodi, but I can't open it.
•When I try to open it, it tells me it failed to start because it's missing a file called: d3d11.dll
•Have tried to uninstall Kodi and reinstall Kodi.
•Keep getting the same message.

Seems like you might be missing some DirectX libraries or you have some corruption.
No need to keep on reinstalling as Kodi does not come with those dlls.
I would first try to go run some Microsoft updates: Control panel/Windows Update
or:

Reinstall DX at https://support.microsoft.com/en-us/kb/179113
