Regulatory domains are mostly applied on network infrastructure (Access Points, Wireless Controllers,..etc) and enterprise networking products rather than clients or devices containing WiFi. As typically if no AP can broadcast on a certain channel in a certain country, then no clients will access that channel.
This is getting more confusing now since even clients can do hotspot modes.
You can understand it more by looking into enterprise networking products from Cisco or Juniper.

Edit: To add, then people will not be allowed in certain countries with their phones and laptops because that country has a different Regulatory Domain, you can even get your home router through customs and nobody will check, again it is more for enterprise networking products and importation in bulk quantities of network products to sell inside the country.
