IMHO it is a RPI3 thing. Why would they design a raspi-config setting?
As I recall I read something about it and that for some regulatory reasons higher channels were disabled by default. Can't find the source. Maybe popcornmix or someone from the foundation can shed some light.
I agree allowing more channels by default would be the easiest solution. Maybe Intel (and the rest of the world) is just pragmatic.
