You need a working network (internet connection) to get the time/date.
If you're on WiFi there's a known issue when obtaining internet time while using certain routers: https://github.com/raspberrypi/linux/issues/1519
When you set the timezone, you need to set it in Kodi (just in case you set it in the OS).
