When I put these commands into putty I do not see any options beyond 30Hz.

That is the correct place for the file, I had to create the file from the command line. Once is was created I was able to edit it as needed from my windows computer using notepadd++. For your system those commands may not be completely correct. The device DP1 may be different on your system. You can check this with the xrandr command.
I have no idea about the 50Hz option, it took quite a bit of help to get my 60hz option working. Not sure how you come up with the modelines for those settings.
