I've had this before using Hola and I just presumed the IP it was using was banned.

It shouldn't be IP address related given the temporary account can log in here.
@kimkl's idea is a good one, or alternatively try using private/incognito/porn mode in your browser

Its Cloud flare being over protective its common issue but or you need to run a verification on your plug ins via the Admin CP maintenance or what ever its called here

Oh this could actually be a mistake on my part since I recently had to edit something (a usergroup) on your account.
I seriously don't hope so but there seems to be a nasty coincidence in the timing.
I've had this one time before where my browser found it necessary to auto-fill a pull-down menu further down the page on which i was editing something.

Common logic dictates that his IP is not banned: he can login from the same connection with another name.
I rather think I managed to do something wrong with his usergroups but I do not see what.

happens better check the IP Database and see if some how either his IP or IP Range got in there
