You can boot memtest86+ off a USB memory stick (in theory).
Booting Ubuntu might also be worth a try.
Yes, the fact an identical system has the same problem is interesting, particularly as someone else with a different Gemini Lake system managed to boot into LE 8.2.4 with 4.11.y kernel (though without graphics due to the older graphics driver, and was then able to update to a working system with one of these 4.14.y builds). The fact syslinux isn't starting smells like a BIOS bug or boot incompatibility of some kind, which might be specific to this particular system or BIOS.
One other thing to try is booting with a different gptmbr file in case the BIOS is configuring a non-standard boot drive. Try writing (using the LibreELEC USB-SD Creator) this image of my latest build to your USB memory stick - it's using gptmbr_f.bin as the MBR, see if you have any more luck when booting the installer.
