Kinda ridiculous, given that both the NUC7C and NUC7P have been given a certificed pre-install status by Ubuntu by now.

OK, then go back to plan A: test with an Ubuntu 16.04 install and if the IR receiver dies there as well with the newer BIOSes report it to Ubuntu. If it's indeed a BIOS issue they should be able to put a bit more pressure on Intel than a few forum users that can easily be ignored.
